Additional Delays In Background Processing

We investigated additional delays in our background processing cluster. This was affecting some API activities like notifications as well as some deploys. We mitigated the immediate cause of the slowdown and worked to put a more thorough fix in place. During this work the system was repaired and we continued to monitor.
